Following the demise of Scarborough Borough Council (SBC) in April 2023, North Yorkshire Council are to discuss plans to redevelop Scarborough’s North Bay. These include Alpamare water park and the long since closed Marvel’s Amusement Park and Atlantic Waterpark.
A meeting scheduled for February 4th is expected to approve plans for a ‘soft marketing testing exercise’ hoped to attract “a wave of new investment”.
Before SBC was abolished it had published a North Bay Masterplan as a “once in a generation” opportunity to rejuvenate the North Bay and attract After more than £100m of investment”.

Then in 2022 SBC unveiled their ‘adrenaline sports strategy’, hoping to bring £20m investment through the establishment of inland surfing centre, alongside a climbing, BMX and skating centre.
The new plan brings into play the Alpamare waterpark after the previous owner went into administration in late 2023 and ownership passed back to the council added to the Miniature Railway, Open Air Theatre, and Peasholm Park.
Plans for a 2,100ft (650m) long zip wire experience on the North Bay were approved in April 2024 but have yet to materialise, along with a previous plan for a mixed-use development to include a multi screen cinema.
